The projects dataset contains 9 variables and over 1900 observations on
various air pollution monitoring projects across the U.S.  
The variables are:

The state in which the project collected data
The ID number of the project
The date on which the project began
The Regional office that managed the project
The type of pollution being monitored:
	CO  - carbon monoxide
	TSP - total particulates
	SO2 - sulfur dioxide
	O3  - ozone
	LEAD - lead
The equipment cost (in dollars) to do the project
The personnel cost (in dollars) to do the project
The total cost (in dollars) to do the project
A code for the pollution type being monitored:
	1 = TSP
	2 = LEAD
	3 = CO
	4 = SO2
	5 = O3
